DAC81416: TEMPALM not clearing and TEMPOUT above 1.4V?

I soldered a DAC81416 to a breakout board in order to test it. When I power it on (V_DD = V_AA = V_IO = 5V, V_CC = 9.5V, V_SS = 0V), the ALMOUT pin is pulled low. Triggering the RESET pin does not help - it goes high while reset is held low, returns low immediately after. When I checked the status register over SPI, it showed that the TEMPALM bit was high. Writing to the ALM-RESET in TRIGGER register is unable to clear it either. Additionally, when I measure the voltage on the TEMPOUT pin after disabling DEV-PWDWN in SPICONFIG, it reads between 1.6V and 2V depending on V_CC. I'm not sure how to interpret this value. Do you have any ideas what might be causing the issue?

    Can you please send the schematic and the hardware setup image?
    I am also not able to figure out what really is happening.

    TEMPANL bit high - it indicates that temp of the DAC81416 is above the thermal shutdown limit.
