We are planning to use parallel read.

If the RD signal is output earlier than the CS signal, Does ADS8528 out data?

In most situations, the /RD signal associated with the parallel data bus is what strobes the actual conversion results into the host processor. If /CS is high, the ADS8568 outputs will be in tri-state so any strobing of /RD will not provide the proper conversion results to the controller. You have to set /CS low first before strobing the /RD pin.
