The ADS7038-Q1, and the ADS7951-Q1 are both 12-bit, 8-channel, automotive-grade devices, but the main difference you'll see is in their feature set.
Features of the ADSS7038-Q1 include a digital window comparator with high and low thresholds w/ hysteresis, statistics registers for max/min/recent conversion reading, cyclic redundancy check for conversion data, 8 pins individually addressable as either GPIOs or analog inputs, a programmable averaging filter, and reference set by AVDD.
Comparatively, the ADS7951-Q1 has up to 4 GPIOs separate from the analog inputs, which can serve dedicated special functions, including a input range selection pin, power down input, and high or low alarms. However, the ADS7951 does require an external reference, and lacks more of the features that the ADS7038.
If both seem to fulfill the use case, I would opt for the ADS7038, since it is newer, and compared to the ADS7951, its digital interface is easier to work with.
