DAC38RF83: DAC differential channel outputs all stuck at -0.91V

Tool/software:

I'm bringing up a custom board, and the device seems to come up properly - but there is no output.

ALM_SYSREF_DET reads 0x0002, which seems fine.

ALM_SD_DET reads 0x0070, which is a little weird since there are only 4 SERDES connected.

Alarm registers 0x64 to 0x6D are all zeros for both DACs.

I wrote a 1 to SPI_TXENABLE in JESD_FIFO.

Output DC voltages all start at -90mV before initialization and all 4 pins end at -0.91V afterwards. TXENABLE has no effect. SPIDAC has no effect. Analog supply voltages are within specifications.

Am I missing something? I tried to attach a file containing the register values read after initialization.
