TVP5154A Vertical sync & Horizontal sync locking issues (Reg 88h)

Hi,

     I am using Bitec Quad Video Card with TVP5154A as my Video decoder.

I am not able to get the Vertical sync & Horizontal sync lock bits in register 88h as 'locked'. 

what could be the issue here?
