Checking that firmware v01.A2 patch for TVP5151 in supporting Square Pixel mode is providing 768 pixels per row. I understand that I will need to change the clock to 29.5 MHz to support Square Pixel mode.

That is what I expected and at a 29.5 MHz clock rate there will be 768 pixels per row.

I have received following statement from the engineeer implementing the design:
"Input video decoder chip appears to accept the firmware update via I2C as the version number can be read back, but it does not generate any VSync"
Has anyone else had a similar issue.
I have not heard of any issues, but to be honest square pixel is not used by many people.
According to the firmware patch notes you should receive stable syncs even when there is no input signal, so I think something else might be wrong here.
Are you getting a good stable output pixel clock?
Are you able to switch the crystal and check that a regular NTSC/PAL signal locks? Try with no patch download too.
