The data sheet and typical graphs specs dowm to 10MHz, but does the part work to lower frequencies (but with lower performance) alternatively is there a baseband sampling version?

The ADC344x family works to DC. The EVM itself is AC coupled by the transformer on the EVM to about 1MHz.
If you wish to go lower than 1MHz, you will need to DC couple the differential input. A device designed for this is the THS4552. An associated TI design can be referred for this type application.
This design methodology covered in this TIDA is applicable for the entire ADC3k family.
