ADS58J63EVM: The register cannot match with spec and software tool

I'm use ADS58J63EVM module and the associated software tool ADS54Jxx EVM GUI (Rev. I)

In the ADS58J63.pdf, the register described below:

In my design , I'm use the mode2 with LMFS=2441, The associated discribe as follow in the spec, The JESD PLL MODE should be configure as 40x,

so I'm write 0x6A0016 = 0x01 it cannot be work at all.

When write 0x6A0016 = 0x02, it works well.

When write  0x6A0016 = 0x01 or 0x03, it cannot be work.

This indicates that the register D1( or bit1) is effective, and it needs to be configured for normal use.

Can someone explain it to me?
