Thanks for the Device Manager screenshot!
It looks like the USB driver was not installed properly. To fix this you may need to manually install the driver for the EVM.
To manually install the driver you will need to right-click on the "Generic Bulk Device" in Device Manager and then select "Update driver".

Once you get to the "Browse for drivers on your computer" screen, please direct Windows to the C:\Program Files (x86)\Texas Instruments\DSEvalSW\Drivers folder. The driver you are looking for is the "usb_dev_bulk.inf" file.
