Recently I'm working on a project about detecting local field potential which is one of the brainwave. Can ADS1299 or ADS1291 detect this kind of wave?

I'm not sure what exactly you mean by local field potential, however these devices are capable of being used in EEG systems - which also detect brainwaves. The ADS1299 is great for this application since it has extremely low input referred noise.
Using the EVM as a starting point is a great way to get started with your design and test the parts capabilities!

The frequency of EEG is lower than 100 Hz, but local field potential may be higher 100 Hz and lower than 300 Hz. Will the ADS1299 filter the wave at 300 Hz?
Also, the amplitude may be around 1 mV, which is larger than EEG, I'm not sure whether amplifier still work well.
This will depend on the digital filter settings and sample speed, which is programmable. I recommend looking at the sampling speed and digital filter sections of the datasheet.
1mV will be fine, the gain of the internal PGA is adjustable as well. For additional information take a look at the BIOFAQ in my signature below!
The ADS1299 family is better for EEG measurements as the input referred noise is lower.
It depends on the magnitude of the signals being measured and the noise added by the rest of signal chain.
