I think it will convert all voltages on pin 3 from 0V to +4.096V. Is that right?

This is a differential part. Which means the voltage across IN+ (pin 2) and IN- (pin 3) is the voltage measured and outputted.
For example, if pin 2 is 2.048 and pin 3 is ground, then the measured output will be 2.048
But if pin 2 is ground and pin 3 is 2.048, then the measured out put will be -2.04
Each input pin, pin 2 and pin 3 can support a voltage from 0 to Vref
