Is there any correction in the data sheet of ADC3243 at pin number 18,19,22,23 it seems either CLKINP,CLKINM are swaped or SYSREFP, SYSREFM .m

The evaluation board is not correct. Please follow the pinout in the datasheet.

but logically positive and negative ends should be in order like it is in evaluation board else if we want to keep SYSREF AND CLKIN similar we have to use different signal layer for a differential signal seems not feasible

Yes, I agree with you. I believe that this is why the EVM has swapped the pins.
