The quantization of ADC noise is fixed，The noise distribution is not Gaussian，as shown in Fig。How did this problem happen ？

Unfortunately i am having a hard time understanding what exactly it is your asking. Please explain your setup in further detail, (what part are you using? is it a TI EVM or have you built your own board?) explain the plot you have attached and ask a more detailed question so i know i how to further assist.
