DAC8411: DAC8411 Only Goes to 1.65V

I have a DAC8411 DAC which only goes to from 0 to 1.65V. Upon sending 0b00100000,00000000,00000000 or any larger value, the DAC will go to zero volts.

I am not sure what is causing this problem, but need this device to go from 0 to 3.3V.
