Smaller divider corresponds to higher output frequency. At higher output frequencies, the parasitic capacitance and inductance of the package, bond-wires, etc. becomes large enough to reduce the signal amplitude. Additionally, there will be some frequency-dependent dielectric losses based on the choice of dielectric material in the PCB, which becomes relevant at very high frequencies or for very long trace lengths.
