DAC5571: DAC5571 schematic design

Dear Sir/Ms.

My customer tested the DAC5571. When RL and CL are not connected between Vout and GND, the voltage cannot be output correctly. If Vout is floating, it will remain at VCC. Is this normal?
However, considering that the application circuit will promote the subsequent components, what is the correct connection of the Vout Pin of the DAC5571?
Later, the customer tested RL and CL and found that the output voltage can be adjusted.
Are there other reference circuits? Do RL and CL have to be connected during design? If they have to be connected, what is the recommended value when there are downstream components?
