The price on TI.com for the ADS7953EVM-PDK is $149 USD.  You can also purchase the kit from any TI Authorized distributor.

Regarding the I/O pins, the User's guide for the ADS7953EVM includes schematics for the board.  This is the only documentation that we have for the ADS7953EVM kit.
