Hi Mark,
A pull up value of 4.7K to 10K should be fine on CLR pin. Please note that max current into any pins allowed is 10mA

You can calculate the following formula to calculate pull up value for CLR pin.
R pull-up = (V supply – VH(min)) / Isink
Here Isink can be anywhere between say 500uA to 10mA( max). 10mA is max value since current into any digital pin cannot exceed this value as per datasheet.
for example with Vsupply as 5V and Isink = 1mA, Rpull-up = (5-2.4)/1mA = 2.6K
VIH ( min) is 2.4V from datasheet.
