Yes AFE5851 and TX7316 can work together.
Unfortunately there are no reference designs with these devices.

What are the consideration for Single-ended analog input pins for channel1 to16 of AFE5851 to match well with Group A&B,(RX_A1..8&RX_B1..8 ) channels T/R switch low voltage side output, connect to input of receiver of TX7316

There are no specific considerations. TX7316 Rx_A1..8 & RX_B1..8 can be AC coupled directly to AFE input.

In the TX7316 datasheet there is no detail of power consumption when device/transmitter is in 16-channel
The datasheet only describe "Very low power on-chip beamforming mode (5- level mode)":
