With a 2-bits, 500Msps ADC, I found that the amplitude of the second harmonic is bigger than the amplitude of the fundamental by analysizing the FFT result of samping data. Why?

As I mentioned in the title, I am wondering the reason. Additionally, I analysed the sampling data from 10 MHz to 160MHz and found that the same law as mentioned in the title.
