Is the maximum current consumption of this terminal 24mA when the 24mA output is set?

The maximum current is a little higher than the 24mA from when the output is set. If both current and voltage outputs are unloaded but enabled, then you would see a maximum of 4.6mA of current consumption. If the IOUT is set at the maximum output then you would likely add 24mA to that current. You will also get some extra current going into AVDD if the output voltage is driving a significant load.
The datasheet breaks down the basic current consumption of the device under different conditions, and you would just add the current going to the DAC outputs to this current.
