There is a 30ms power-on reset (POR) delay. The POR causes all registers to initialize to default values, and communication with the device is valid only after the 30ms POR delay. The default values or user modified values for all the registers in the TPL1401 are loaded from NVM as soon as the POR event is issued. Make sure the device is brought down to below 0.7V for at least 1ms before powering back on to ensure the TPL1401 boots up to a known state.
