Unable to Set HW Breakpoints using CCSv5

I’m having a problem setting breakpoints using the CCS 5 debugger where, despite not having any other breakpoints being set (including ‘Halt at program termination’ and ‘Enable CIO function use’) as not to exceed the JTAG debugger’s 2 breakpoint limit, attempting to set a breakpoint results in failure with the display of a dialog bearing the message:

Error programming AET Job: This task cannot be accomplished with the existing AET resources.

Further, on start, the message "C28xx: AutoRun: Target not run as breakpoint could not be set: Error programming AET Job: ANA_ENABLE Register write failed” appears in the console.

Target device is a TMS320F2812.

Thoughts on what can correct this?  I'll verify if there's power to the target or needs resetting.  This error message sounds like this could be the case reading other threads.
