28075 ezDSP and CCS 6.1: Flash Programmer: The calculated system clocks (190.00) is not within the valid range for this device

Since updating from CCS 6.0.1.00040 to CCS 6.1.0.00104, I can't flash my 28075 ezDSP any more.

The error is

C28xx_CPU1: Flash Programmer: The calculated system clocks (190.00) is not within the valid range for this device [0.00,120.00].
C28xx_CPU1: File Loader: Memory write failed: Unknown error

I double checked and it works in 6.0.1 with the same integrated XDS100V2 debugger.

The flash settings (System PLLCR Integer Multiplier was and is at 19, but it does not seem to be changeable - it always resets to 19.

Creating a new target configuration file via CCS 6.1 results in the same error.

What can I do?
