Could you zip up and post your installation logs? They can be found in <installdir>/ccsv6/install_logs. Also could you check to see if the following Microsoft Visual C++ Redistributables are installed:
Microsoft Visual C++ 2013 Redistributable (x86)
Microsoft Visual C++ 2015 Redistributable (x86)

They are zipped and attached. There were actually three folders with install logs.

I do have both of those MS Visual C++ redistributables installed. They aren't very big. The 2015 package is 0.52MB, and the 2013 one is 0.45MB. Maybe that's normal.

I noticed that I have two entries in the add and remove programs window for Texas Instruments CDM Driver Package. Shoudl that be? Maybe that's not related.

I just installed ti_emupack_setup_6.0.228.0_win_32.exe, and that didn't change the behaviour.

The path is this: %SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem Those are all the entries I have. What should I add manually? The path to the dll? The path to CCS?

I've already tried the fresh install of CCS with no updates. It would be interesting to try an older version though. I haven't done that.

Those sizes don't look right. Can you uninstall them and download the files from here and install, pay attention to any error messages:

Please note, I've just uploaded the 2013 file and it might take some time (20 mins approx) to sync to the server.

Thanks for those files. I installed both of them, restarted after each one, and the problem remains.

Can you run Dependency Walker on the jtagdata.dll, as explained in the thread CC3200 Uniflash "Error loading DLL" message to see if there are any missing dependencies for the jtagdata.dll.

In the referenced there was a problem in that a different DLL wasn't compiled to be compatible with Windows XP, so not sure if you are encountering a similar problem.

You mentioned it was a new copy of XP.  Is it XP Service Pack 3 and has the OS been fully updated with the latest patches?

No, it is not fully patched. The OS does not seem to be able to retrieve updates. It has SP2, because that's what was on the install disk.

Is it possible we're missing the point here? The dll was not compiled for XP. The dll is not compatible with kernel32.dll. In the thread where the dependency walker was used, the solution was for TI to compile the file for XP, and attach it to the case. Would you do that please?

This version of CCS is tested with XP SP3. The DLL is complied to be compatible with XP and is working on other SP3 installs. My recommendation would be to update the OS to the latest patch level.

I tried to install 6.1.3 on an XP SP2 VM. It fails to run because the Visual Studio 2013 redistributable requires a kernel32 function called "GetLogicalProcressorInformation" which is only available in SP3.
