I buy DLPLCR95EVM +DLPLCRC410EVM ,
1. The U5 and U11 is very hot. Do I need a heat sink ?
2. The heat sink of the DLPLCR95EVM is very hot . Need additional heat sink or fan?

I would first try a fan blowing over the DMD heat sink.
For U5 & U11 try finding an adhesive mounted Northbridge or Southbridge chip cooler. You can get them with or without a fan.
Is the kit operating and showing images?

30℃ is a little on the warm side for room temperature. We have used a small office fan blowing over the whole board/DMD system.
These kinds of mini fans (about 5" diameter) can be purchased for around $10 US.
I doubt that they would be damaged if there is no illumination on the DMD and the EVM is not enclosed, but I encourage you to at lease have some kind of airflow over the kit.
The cooler chips I mentioned should not be expensive and I encourage you to get some for the FPGAs.
