These dimensions are provided by AMD (Xilinx). There is a link to the Xilinx physical part data sheet in the DLPR410 data sheet: https://www.xilinx.com/support/documentation/data_sheets/ds123.pdf
However, I do not find the dimensions in their document either.
Please allow a little time to locate the dimensions.

I finally found a table on a second party site that had the dimensions:
I verified the length and width on both a DLPLCRC410 EVM and on our in house DLPC910 board using a micrometer.
D = Length = 9 mm
E = Width = 8 mm

If you refer to the Package Specifications link in the Xilinx Datasheet, and search for the FS48 package (The Xilinx datasheet indicates that is the BGA package), you will find the package drawing:

It does seem to indicate that the nominal dimensions are 8mm x 9mm.
Also, per the package drawing in the TI datasheet, this is specified in the product datasheet, which indicates the package is
8.00 mm × 9.00 mm × 1.20 mm (In the Device Information table on the first page) Unfortunately, that is not very clear that this is D & E in the package drawing.
