My custoemr is asking for the voltage level specification for crystal A and B to control their materials.
Could I provide the specification for PLLMA? As I think the crystal provide a reference clock for the PLLs.

The table shown here is incorrect.
Is the customer using crystals or an oscillator?

The signals should be within 0 - 3.3V. The screen grab below is taken from section 6.3 of the DLPC6540 datasheet.
The clock will be read as low if below 0.8V and high if above 2.0V.
