I have downloaded the CAD/EDA file for the DLPC6401. It seems a few pads are connected incorrectly. Pad E18 is connected to pin VDDC_10 but according to the datasheet it should be connected to Vss. In TIDA00782 DLPC6401 reference design it is also connected to VSS. Similarly, E19 is connected to GPIO26_2 but according to the datasheet it should be VSS.
Pad E3 should be USB_DAT_N, but is connected to a pin called RESERVED6. Similarly Pad E2 should be USB_DAT_P, but is connected to RESERVED5. It almost seems like the EDA files are out of date?
The same problems are present in the sequential and in the functionally grouped symbols.
I just wanted to let you know that these files are incorrect and could cause trouble for other people. If an updated file would be available, that would of course be great.
