DLPC3470: Tell me which demonstration boards have the DLPC3470?

The only official TI.com EVM which features the DLPC3470 is the DLP2010EVM-LC. There are also third party design houses which may have their own chipset designs:

To toggle a single pixel on the DLP2010-LC EVM, you would need to use the external pattern streaming mode with an HDMI input (which supports 2D pattern streaming).

The 2D pattern streaming mode uses all three color channels RGB to produce 24 binary patterns per frame. If you are using a single binary pattern over the entire frame you should be able to do so in monochrome mode. There is information about how to configure the external pattern mode in the accompanying GUI User's Guide:

Based on your requirements I'm wondering whether the pre-exposure and post-exposure time that is present during each pattern stream would cause problems for you. You can download the EVM GUI even if you don't have the DLP2010-LC EVM to see whether the pattern configuration settings match what you are looking for, I believe.
