On GUI, we can set RGB LED current as max12A, 16A and 16A. What is actual currents on DLP4710EVM-LC(DLPA3005) because of DC input 19V/4.74A?

The DC input is not the constraint in reaching the maximum LED currents. The LEDs are not all turned on at the same time.

Please see the DLPC3439 Software Programmer's guide for the appropriate I2C command to read the DLPA3005 current value. It is command 55h.
You should be able to reach the maximum LED current with the specified input power source. Or are you asking how to power the LEDs externally? If the appropriate input supply specified is used you should be able to nominally hit 12A for red and 16A for green and blue.
