DLPC150: I2C Startup Behavior

I created a custom PCB with the DLPC150 and DLPA2005 and I have a question about the normal I2C behavior upon startup. The behavior I am currently seeing is upon powering up my board (but not enabling the DLPA yet) both I2C pins on the DLPC150 are being pulled low. After reading the datasheet, I was under the impression that these pins would be in a High-Z state when the DLPC150 is not receiving any power, but that is not what is happening. I have external pull-up resistors (10K) pulling both SDA and SCL up to 3.3V, but when the DLPC is not receiving any power, it is pulling the entire I2C bus low. 

I was wondering if anyone can confirm the correct behavior of the I2C pins when the DLPC150 is off? Are these pins supposed to be pulled low, or should they be in a High-Z state?
