SDA conforms to the I²C specification; see IOL in section 6.5.
SDx and SCx are connected to passive switches. When a switch is closed, it behaves like a resistor for low signals; see the Ron specification.

As to Ron, does Ron change when Io<15mA?
If Io is about 2mA and IC works at 3.3V, then would VOLmax be 2mA*25Ω=50mΩ?
Ron changes only with supply voltage and input voltage. Your calculation is correct.
