Datasheet show IOH characteristics as below
But blow graph shows different performance
e.g. With Vcc-Voh = 0.4V(3V - 2.6V), Ioh should be about 17mA at 85C. But above characteristics shows 8mA. Which data should be correct?

Could you please let me know the voltage drop when Vcc=1.65V and Ioh = -1mA and -0.1mA?
I would like to know if the output can achieve over 1.4V in this condition.

For small currents, the output behaves linearly; see [FAQ] What is the output voltage (VOH or VOL) when the output current is X or the supply voltage is Y?
So at 1.65 V, for −1 mA, the maximum voltage drop is (1.65 V − 1.2 V) / 8 ≈ 0.056 V; for −0.1 mA, 0.006 V.
