TUSB321: UFP ref circuit

TUSB321AI UFP schematic is very similar to DFP example in datasheet. In this case PORT is tied to GND with 4.7k. Current_Mode, VCONN_FAUL and ID are not used. All other pins can be used as directed (OUT1 and OUT2 are optional open drain outputs).

       without power supply on VDD pin, as a UFP, is the Rd inside TUSB31 still avaiable? based on my undestanding, VBUS has no voltage at first, then after CC , VBUS will have voltage, then TUSB321 can be powered by VBUS. right?   I mean TUSB321 doesn't have to be power at first if internal Rd is avaiable, once CC process done, them VBUS will be able to power TUSB321.
