My TMDS TX Signals are not in 3.3V level (using the common voltage 3.3V), Can I use the capacitor 0.1uF to block DC level something like TDP158 application circuit which has 0.1uF .

Yes, you can use the DP158 or DP159, both devices' input supports AC coupling. Is this a DP++ to HDMI design?
