I can't share much but one side Ethernet PHY while other is a NIOS II processor

No problems. With the details you have provided i cannot understand what you are looking to implement.

I will assume you are looking to interface the DP83822I to the Nios II processor (811 is not o the board). Please decide on the interface and how you would want to configure the registers.

Please check if the Nios processor supports the interface and they have a driver.

You could refer to TIDA-00226 and TIDA-00928. Further please reach out to the host processor vendor for support.

Yes - we need to write up code to interface DP83822I  .

So in NIOS II processor our propitiatory firmware will execute that needs interactions with PHY chip to read / write data. Hence l I need to know how to know the memory or ways to read / write DP83822I registers with our code running on NIOS II processor. Is it that our hardware or FPGA team should provide the same or there is a way to find it out?

I was referring to the below in your message. I assume t811 als is not on the board.

I do not have much knowledge on hardware and was referring to DP83TC811 Linux driver code at git.kernel.org/.../dp83tc811.c. 

To start with you will have to decide the interface  configuration and also check if the host you are planning to use has some standard drivers.
