Jim,
When the I/O is set as an input, the pin is put into a High-Z state. There are no internal pullup resistors to pull to VCC or GND. Looking at the input leakage current spec from the datasheet, we can expect the impedance of the I/O to ,change as the input voltage changes. At max conditions, assume Ileak = 1uA and VCC=5.5V, we can calculate that the impedance of the I/O pin is VCC/Ileak >= 5.5Mohm.
