Hi Zoey,

A few comments:

The pullups on the PWRCTL outputs will enable battery charging.
What are SDA/SCL connected to? They should not be connected to a system I2C bus unless they are in use since they have internal pulldowns. If I2C or SMBUS is used the pullups should be 2.2K or less.
If the voltage ramp time is slow, the capacitor on GRSTz can be increased to 2.2 uF to increase the reset pulse width.
