8.4.1 Power Down
When VDDA is below the POR threshold (1V), the DP83TC811R-Q1 is in a power-down state. All digital IOs will
remain in high impedance states and analog blocks are disabled. PMA termination is not present when powered
down.

“All” supplies should be stable. After all supplies are up we need to wait for atleast 60ms to access SMI.

My customer found a case, the VDDA is off and VDDIO is on. Customer found the PHY cannot work but the SQI and link status registers can be read and the value is normal. Is it a reasonable phenomenon? Thanks.
