There are no switches that can be controlled with the I3C protocol. You can use an I2C switch if the I3C signals do not interfere with I2C devices.
You can use any analog switch, but it must be controlled with separate GPIO signals.

Yes. The TCA9546A, as a device that support 400 kHz Fast-mode, has a 50 ns spike filter, and thus will not be affected by I³C signals. (The controller will access the TCA9546A itself in I²C mode.)
