DS15BR400: Allowable Max Junction Temperature

Read the details here that allowable max junction temperature is 95C for the DS15BR400:

How was this number derived? I'm confused what the difference between this and the abs max on the datasheet of 150C. Will the part stop functioning at 95C junction temperature?
