For U31, ID should be used to control EN.

Yes, it is DFP, you mean they need to use the ID pin of HD3SS3220 to control the EN of TPS2065D?

yes, In DFP, Vbus should be turned on after ID goes low. So it's better find Vbus switch with low enabled.
