The difference between the PCF8575 and the PCF8575C is that the latter does not have the 100 µA pull-up at the I/Os.
The PCF8575D does not exist; the "D" is probably the first letter of the package name.
There are other 16-bit I/O expanders (with a different software interface), but the availability is just as bad. It might be possible to add an adapter for SSOP or SOIC packages.
PCF8575C are vailable with many vendors.
By adding PullUp resistors on I/O with PCF8575C will resolve my issue. or any other change is required ?
Beacause my current design has provision for I/O pullups.
I do not know the exact requirements of your circuit. But in general, the internal pull-ups can be replaced with external ones.

You are correct, all you would have to do is add external pull ups to the I/O pins. The benefit with the PCF8575C is that you can control how strong you want your pull up to be. The PCF8575 will always have an internal 100 uA pull up.
