What is the state of this IC when any inputs (D+/D-, S, OE) have voltage applied when the VCC is off / zero?
Will there be any reverse conduction to the VCC ?

IT can back drive to Vcc if Vcc is 0.

Can you elaborate more on the internal structure?
Is there an internal diode from the pins to the VCC? Looking through the datasheet it seems like the "S" input has a buffer but does it still have reverse conduction?

After tested on lab, there is no back drive on Vcc. Sorry for the confusion.
