or reference  TCAN1162-Q1 Functional Safety, FIT Rate, Failure Mode Distribution and Pin FMA have show Power dissipation: 1611 mW. 

which one is correct?

    The absolute maximum ratings of the device govern what the device is capable of withstanding. The recommended operating conditions table outline what the device is able to handle while maintaining operation as outlined in the electrical characteristics.

    The TCAN1162-Q1 is rated up to 150°C for junction temperature, which you properly noted can be estimated using power dissipation.

    The power dissipation you see in the functional safety documentation represents the mission profile used when creating the values you see in the document. In this particular case, the text you're pointing out is describing the use case of the device that results in these FIT rate estimates, not a maximum power dissipation.
