Hey David,
Yes you are correct- the device can be used in the configuration (VREF1- 1.8V and VREF2- 3.7V). Voltage translation will be performed as long as VREF1 is at least 1.2V, and VREF2 is at least 0.6V greater than VREF1. The second screenshot you referenced are just some of the common translation nodes.
