I understand Ten should be 1ms as table below. but it is for max value. so EN should be high after 1ms of VCC rise??

The Vcc ramp up to its min. operating voltage needs to happen before the EN signal goes high.
When the SN65DSI85-Q1 is reset while VCC is high, the EN pin must be held low for at least 10 ms before being asserted high.

I am clear EN timing requirement but I am sorry that I am not clear yet about VCC ramp up min time.

No requirement on how fast the ramp up occurs.
Only requirement is Vcc must be at minimum operating voltage, as shown in the figure you shared above, before the EN signal goes high. The EN pin must be held low for at least 10 ms before being asserted high after Vcc is at its minimum operating voltage.
