Are you debugging a specific issue, or looking for general debug resources?

DP83TD510E-EVM User's Guide is a good reference to get started with bring-up.

Once the board modifications in section 2.3 are made, the board can be powered over USB. The registers will also be accessible via USB-2-MDIO software.
