Does this part require external resistor biasing to achieve the "Full Fail-safe OPEN/SHORT or Terminated" functionality, or is failsafe performance inherent to the part just using the internal termination resistor?

Hi Bill,
This device is full-failsafe; meaning that it inherently is input failsafe for open/short/terminated(idle) cases without external circuitry.
This is achieved by having both differential thresholds <= 0V.
So when bus is open/terminated(idle)/shorted the differential voltage should be 0V - but the threshold is pegged typically to -30mV. So the output will be high in those cases.
Please let me know if there is anything else I can do to help!
Best,
